In September 1994 the Bulgarian Housing Association (BHA) has been established as an independent, private, non-profit legal entity aimed to identify and deal with real housing issues mobilising and integrating all public and private resources. The goals of BHA are to promote the development of contemporary Bulgarian dwelling, to enable the provision of affordable housing by introducing effective forms of co-operation between public and private parties, and to create incentives and promote the establishment of non-governmental organisations in the housing sector. BHA aims to maintain data base for the performance and the status of the housing sector, to mediate the exchange of scientific, technical and business information between Bulgarian and foreign parties, to facilitate the development of legal environment for a modern housing policy at central and local level, to promote and develop both, national and joint venture research and investment housing projects, implementing modern methods for financing, construction, management and maintenance of housing. The priorities of BHA in the coming future are to participate in the implementation of the National Housing Strategy mainly in facilitating the establishment and further development of network of non-governmental housing organizations in Bulgaria, to participate in further development of the legal framework for housing including the development of special law for housing associations, to promote appropriate organizational patterns for the maintenance, management and renovation of housing stock in compliance with the contemporary requirements and European standards as well as to help homeless and vulnerable social groups.
